Background
Loughborough University, on behalf of the Modern Energy Cooking Services programme (MECS) is leading a consortium inviting proposals from qualified organisations to establish and operate a centralised procurement platform for quality, affordable appliances, “ Sustainable Appliances Marketplace Programme for Africa (SAMPA)”. The platform will serve private distributors and institutional buyers in Sub-Saharan Africa, and optionally in developing Asia, with the objective of reducing appliance prices, improving access to credit terms, and demonstrating that savings reach end-users.
The selected organisation will be contracted to build and operate the platform as a commercially viable business. Sponsor funding is available to reduce the financial risk of the setup phase. The platform is expected to be financially self-sustaining by the end of year three and will not require ongoing grant support from year four.
SAMPA is not a last-mile distributor, a consumer lending programme, or a subsidy scheme. Its mandate is to improve the terms at which existing distribution channels can access appliances: lower prices, better quality assurance, and more workable payment terms.
