Background: Cooking in Uganda is dominated by biomass in the form of firewood and charcoal. According to the National Charcoal Survey (2016) released by the Ministry of Energy and Minerals Development (MEMD), 9 out of 10 households use either firewood or charcoal for cooking. The Uganda Bureau of Statistics (2017) similarly found that over 95 per cent of all households relied on charcoal, wood, or other forms of biomass for their household cooking needs. According to the National Charcoal Survey, charcoal is the primary source of fuel for people in urban areas, while firewood is preferred in rural areas. The use of biomass is done with inefficient cooking technologies such as three stone fires which emit of harmful pollutants that are detrimental to human health. Over reliance on solid biomass as the main form of energy is one of the main causes of deforestation. This ToR seeks the services of a consultant to deliver an eCooking Baseline Study and an accompanying National eCooking Strategy that can assess the current status of eCooking in Uganda and develop a roadmap for accelerating uptake.
