Overview
The Government of Uganda is committed to transitioning towards clean cooking solutions, aiming to reduce its dependence on unsustainable solid biomass and mitigate the adverse health and environmental impacts associated with traditional cooking methods. In line with the Fourth National Development Plan (NDP IV), the country targets increasing access to clean cooking fuels and technologies from 15% to 50% by 2030 and achieving universal access by 2040. Access to clean cooking solutions is central to achieving sustainable development, improving public health, and reducing greenhouse gas emissions.
These Terms of Reference call for a consultant/s to design and recommend a comprehensive National Labelling Scheme for Clean Cooking Appliances. Due to the timeframe and budget available, the labelling scheme should start with labels for eCooking appliances comprising the electric pressure cooker (EPC), the electromagnetic induction cooker and the infrared hob.
The specific objectives of this assignment are to:
- Review existing policies, standards, and market data relevant to the eCooking appliances specified (EPC, electromagnetic induction cooker, infrared hob).
- Propose a labelling framework (comparative or endorsement) suitable for the national context.
- Develop draft technical specifications and performance criteria for labelling based on efficiency, emissions, durability, safety (for the appliances specified).
- Provide design options for the label, ensuring clarity, simplicity, and cultural appropriateness.
- Recommend the implementation of a roadmap (toolkit) including institutional responsibilities, enforcement mechanisms, and monitoring approaches.
- Propose a consumer and retailer awareness strategy to accompany the rollout and;
- Identify opportunities for regional harmonization and alignment with international standards.
How to Apply
The total budget is a maximum of £40,000 (including any local taxes). Payment is contingent on successful completion of all deliverables. All deliverables must be completed and delivered no later than 15th February 2026.

The University and MEMD will accept the quotation which is the best value for money i.e. a balance between cost and quality. Shortlisted organisations may be invited to an interview (online) to finalise selection.

All proposals must be received by 23:55 GMT on Friday 31st October 2025. The time will be determined using the time of arrival in the MECS inbox. Any offers received after 23:55 will be rejected.
