Background

Access to clean cooking remains a major challenge for Africa. Biomass accounts for about 50% of the total primary energy supply in the continent, with over 900 million Africans still relying on traditional use of biomass and other polluting fuels for cooking and heating. Globally, the target is to achieve universal access to modern energy services by 2030. While a few African countries are on track towards achieving universal access to electricity, access to clean cooking is far from being actualized. AFREC is developing the African Clean Cooking programme to address the clean cooking challenge in Africa.

It is in view of this background that AFREC, working via MECS is seeking a consultant to develop an African Clean Cooking Strategy and Action Plan that aligns with Agenda 2063, to anchor the African Clean Cooking Programme. This is to synergize national, regional and continental efforts by identifying and prioritizing actions to address the challenge in the continent.

The main objective of this consultancy is to develop a comprehensive Clean Cooking Strategy and Action Plan for Africa that provides a continental framework for scaling access to affordable, sustainable, and clean cooking solutions. The Strategy should be designed for formal endorsement by the AU policy organs. The specific objectives include:

  1. Undertake a situational analysis of clean cooking solutions in the continent.
  2. Develop a clean cooking Strategy and Roadmap with interventions at global, continental, regional and national levels required to accelerate the transition to clean cooking in Africa.
  3. Identify measures to increase investment in clean cooking fuels and technologies by governments, private sector and international partners.
  4. Develop an action plan for the implementation of the African clean cooking strategy and the African Clean Cooking Programme.

The strategy will be continental in scope, covering all 55 AU Member States, with particular emphasis on regions where reliance on traditional biomass remains highest. Aspects of affordability and security alongside basic access will also need to be considered. Beneficiaries include national governments, regional economic communities (RECs), international partners, private sector actors, civil society, and households dependent on inefficient cooking methods.

Expected Outcomes

  • A continental clean cooking strategy and action plan endorsed by AU decision makers.
  • Clear policy recommendations for Member States to integrate clean cooking strategies into national energy plans.
  • Identification of financing mechanisms to mobilize public and private investment.
  • Strengthened institutional capacity at AFREC and Member States to acceleration clean transition in Africa.
