Terms of Reference: The Economics of Affordability Support for Energy Access

MECS, the IEA and the CCA have come together to oversee a piece of research designed to assess the current state of knowledge with regard to the role and dynamics of affordability support in relation to energy access inclusive of clean cooking and how it connects to wider questions about infrastructure investment, the long-term sustainability of affordability support expenditure, questions of efficiency, the pursuit of distributional justice and wider efforts to mitigate the rise of  greenhouse gas emissions and the economics of climate finance. We are seeking to appoint a suitably qualified consultant or team of consultants to undertake an initial review of the current state of knowledge around these important themes.

All deliverables must be completed and delivered no later than 15th January 2026.

The total budget is a maximum of £40,000 (including any local taxes). Payment is contingent on successful completion of all deliverables.
